A man of both intellect and action, Darwish has left a lasting mark on the country’s governance, transparency, and economic development. From his early work in academia to his bold ministerial reforms and his stewardship of the Suez Canal Economic Zone, he has consistently championed progress rooted in vision and integrity.

Darwish’s path into public service began not through politics, but through expertise. “I went into public service through consulting,” he recalls. “Dr. Nazif asked me to write a visibility study and strategy document for digital transformation … when he became Prime Minister, he offered me to become a Minister. I found a good opportunity to make a real change.” This moment marked the beginning of a transformative chapter in Egypt’s governance.

As Minister of State for Administrative Development, Darwish pushed Egypt toward a new era of accountability. He did not simply inherit a portfolio, he expanded it. “When I checked the cabinet formation, I discovered that no one is carrying the governance portfolio, so I decided to grab it and formed the Transparency and Integrity Committee with a majority from non-Government and Opposition members,” he explained. The committee’s pioneering reports, including the Citizen Budget and studies on corruption perception, gave Egyptians a clearer view of their government than ever before.

But reform was not without resistance. “Any new thing will face two types of resistance: internal in government from those who are benefiting from the current system … and external from citizens,” Darwish admits. Yet his persistence prevailed. Initiatives like the Family Card, e-Signature Certificate Authority, and the national ID system remain cornerstones of Egyptian governance to this day. “Most of what is being in operation now was designed, implemented and operated during the period 2002 to 2011,” he says proudly. “This means we have set a firm strong foundation.”

Darwish’s leadership extended beyond governance to the global stage. As the inaugural chairman of the Suez Canal Economic Zone, he envisioned nothing less than global excellence: “To be among the top 10 Economic Zones in the world. We have all the ingredients to bake the cake.” His insights on SEZs remain instructive for nations worldwide—independence from government, private-sector efficiency, and global connectivity are, in his view, essential.

Even as he reflects on his achievements, Darwish remains forward-looking, especially when it comes to youth and technology. “Not giving up on their rights,” he advises young Egyptians, urging them to stay engaged in shaping transparent governments. He sees technology as a double-edged sword: “Technology will allow more participation … forcing more democracy, but at the same time it collects more information and will invade privacy.”

When asked what gives him hope, Darwish does not hesitate: “The new generation are more intelligent, have better skills, and have more powerful tools than what we had.”

In every role he has held, Dr. Ahmed Darwish has embodied the spirit of reform, unyielding in his fight for transparency, innovative in his embrace of technology, and visionary in his pursuit of Egypt’s future. For many, he is more than a public servant; he is a symbol of what determined leadership can achieve for a nation striving to rise on the global stage.

In the story of Egypt’s modern reformers, few names shine as brightly as Dr. Ahmed Darwish.
